Robert Kabera fled Rwanda in 2020 and became an outspoken critic of President Paul Kagame while living in Uganda. On 17 October 2026, his decapitated body was discovered in Uganda’s Mpigi District. His head is still missing.
His death has raised urgent questions about the safety of political critics living abroad. But one distinction is essential: the identity of Kabera’s killers, their motive and any possible political connection have not been established.

Who Was Robert Kabera?
Kabera was a former sergeant major in Rwanda’s military, an instructor and a musician in its army band. After leaving Rwanda for Uganda in November 2020, he developed an online presence through Major Robert TV, where he criticised Kagame’s government.
His YouTube channel reportedly attracted more than 140,000 subscribers and over 800 videos, making him a prominent voice among Rwandans following political developments from abroad.
His departure from Rwanda was disputed.
Rwanda’s military accused Kabera of an offence involving a minor and declared him a fugitive. Kabera denied the allegation.
Daily Monitor reported in November 2020 that Kabera said he crossed into Uganda on 19 November. Rwanda’s military prosecutors dated the alleged offence to 21 November.
The discrepancy raises questions about the official timeline, although it does not independently resolve the allegation.

What Happened in Uganda?
His family said he had gone to check on a construction site about 45 kilometres from Kampala shortly before he was killed.
According to reporting by Daily Monitor, Kabera’s body was discovered in Luwala village, Kamengo subcounty, Mpigi District, on 17 October.
His head was missing.
Ugandan police launched a murder investigation. At the time of reporting, investigators had not publicly identified a suspect or established a motive. Rwanda’s government had not issued a public statement.
His widow, Jeanne d’Arc Rwigema Uwizeye, told the BBC she fears for her family’s safety: “The children and I are not safe.”
The Warnings Before His Death
Kabera’s security concerns were documented years before his murder.
In May 2022, he was arrested in Uganda, and Rwandan media reported that he was expected to be deported to Kigali to face the allegation.
In its 2023 report, Join Us or Die, Human Rights Watch examined threats, intimidation and violence targeting Rwandans living abroad. The report lists Kabera’s case under “Arbitrary Detention Abroad and Actual or Attempted Forced Returns to Rwanda.”
These accounts show that concerns about his safety existed before October 2026. Determining whether those concerns were adequately investigated or addressed should form part of a credible inquiry.

Other Rwandan Critics Killed Abroad
Kabera’s death has renewed attention to other Rwandan critics who were killed while living outside their country.
Former intelligence chief Patrick Karegeya was found murdered in South Africa in 2014.
Seif Bamporiki, another Rwandan opposition figure, was killed in South Africa in 2021. Revocat Karemangingo, a former military officer, was killed in Mozambique that same year.
Human Rights Watch has documented broader allegations of transnational repression affecting Rwandans overseas.
No connection between Rwanda’s government and Kabera’s murder has been established.
Who Will Deliver Justice?
The opposition Rwanda National Congress has called for a full investigation.
For his family, the immediate demand is straightforward: answers about what happened and who committed the crime.
For other threatened exiles, the implications extend beyond one case.
Who killed Robert Kabera, and will those responsible face justice?
